 With the enactment of the US Telecommunications Act of 1996 came a major headache for all users of telecommunications services. Carrier service providers were no longer required to provide complete end to end installation services to their customers, leaving it up to the customer to provide the final connection from the telecommunications entrance facility of a building, often referred to as the Minimum Point of Entry or MPOE, to their own equipment rooms or closets.
The MPOE is typically located in the basement or a ground floor telecommunication or electrical room. Access to these facilities are typically controlled and limited by the building owner, particularly in multi-tenant structures. Often, existing cabling installed between the MPOE and tenant spaces needed to extend new phone and data carrier services is insufficient, inappropriate or non-existent, requiring the installation of new cabling. With the ever increasing demand for speed, many of the higher bandwidth technologies available today like Carrier Ethernet, DS-3 and fiber based OC-x require cabling systems beyond the capabilities of traditional multi-pair Category 3 rated systems found in most buildings.
